PMO 360 was founded by Paul Smith in 2023 to provide government agencies and private industry clients with experienced, independent project management support across North Coast NSW and Southeast Queensland.
Paul holds a Master of Engineering Management, a Bachelor of Civil Engineering with Honours, and a Diploma of Project Management. He is a Registered Professional Engineer (Management) and brings 25 years of hands-on delivery experience across some of Australia's most complex infrastructure programs — from Hydro Tasmania's remote power stations to National Parks flood recovery to multi-million dollar council capital works.
PMO 360 currently serves 11 active clients including Clarence Valley Council, Lithgow City Council, NSW National Parks and Wildlife Service, NSW Public Works, TAFE, and Lismore City Council.

Delivery management of a new cantilevered lookout platform, universal-access boardwalk, picnic area, parking and amenities within a World Heritage listed Gondwana Rainforest — delivered under challenging environmental and heritage constraints as part of the $7.5M Tweed Byron Hinterland Trails Project.
Contract superintendent for a flagship civic building. Managed the full commercial construction lifecycle — tendering, contract execution, RFIs, variations, claims negotiation and site inspections — delivering a landmark cultural asset for the Northern Rivers.
Managed the full Development Application for a 25km mountain bike trail network in State Mine Gully on behalf of the Central Tablelands Mountain Bike Club. Coordinated a BDAR, a complete year of seasonal ecological surveys, and over 1,000 pages of meticulously cross-referenced consultant reports — setting the project up for construction approval.
Five-year brownfield upgrade delivered on time and under budget — winning a National Local Government Award. Paul led the project from feasibility to commissioning and weighted innovation in procurement. The plant saves ratepayers $400,000 per year and withstood the 2022 Lismore floods due to proactive design foresight.
Project management of a full sports field redevelopment including a new amenities building, change rooms, canteen, clubhouse and floodlit synthetic cricket wicket — delivered as part of a concurrent $36M portfolio of council capital works.
Program manager across 23 remote power stations delivering fire mains upgrades, VESDA monitoring, automated deluge systems and life safety improvements over 12 years. Concurrently served as Delivery Manager coordinating 33 major plant maintenance outages — integrating works across Generator, TNSP and DNSP.
Program management of a suite of major electrical infrastructure programs across Hydro Tasmania's 23 remote power stations — covering hydraulic gates and valves, large power transformer refurbishments and replacements, and instrument transformer (CT & VT) programs. Responsibilities included long lead-time procurement, contractor engagement, outage scheduling, and site management across primary electrical, civil, SCADA, testing and commissioning disciplines.
Managed the largest parks infrastructure investment in NPWS history for the North Coast branch — delivered above expectations through two natural disaster events. Paul recruited and led a geographically dispersed team of six, implemented Earned Value Management reporting across SAP and PowerBI, and set the standard for best-practice delivery within the organisation.
When the principal contractor became insolvent mid-construction, Paul repositioned Lismore City Council as Principal Contractor and assembled a trade team to complete the remaining 80% of works on budget — including 5km of pipeline, a new pump station, chemical dosing plant and telemetry.
PMO 360 assumed the project management role for the upgrade of an onsite sewage treatment plant servicing 105 dwellings and commercial tenancies at a community title development operating under a DES licence. PMO 360 assembled a delivery team and brought the project to successful completion under difficult contractual circumstances, to the complete satisfaction of the client.
